DEALING WITH DANGEROUS STREET GANG MEMBERS
Gangs and gang members are glamorized in the news, movies, television, and rap music industries. This publicity has led to the proliferation of gangs and gang activities across the nation. Many smaller communities are now experiencing what the larger cities have been experiencing for years. With the expansion of gangs, more and more Law Enforcement Officers will come in contact with these individuals. This presentation will provide Police Officers, Corrections Officers, Probation and Parole Officers with information about gang trends, gang tactics, gang mentality and gang violence. It will focus on recognizing and identifying possible gang members as well as gang investigations and gang suppression skills. The presentation will focus on how Super Gangs such as the Bloods and Crips out of California and the Chicago based street gangs, such as the People and Folk Nations, influence what occurs in our region. We will look at physical signs of gang involvement such as gang signs, colors, tattoos, clothing, and examine the messages that are made public with graffiti. This presentation will also examine how to safely interact with these individuals and recognize their dangerous verbal and non-verbal communications. Each gang will be discussed along with how they are structured, operate and the new dangers that are present in dealing with these individuals.

Objectives:
- Recognize many of the vast signs of gang activity i.e. tattoos, colors, clothing, signs and codes
- Gain an understanding of gang communication (verbal and non-verbal) that are used to communicate secretly
- Describe how gangs operate and the unwritten rules of the gang
- Read and interpret basic gang graffiti and danger signs
- Recognize hidden weapons and hidden compartments in prison cells, houses, vehicles, and those carried surreptitiously by gang members

1122 PROGRAM
The Law Enforcement Counter-Drug Procurement Program was developed from Section 1122 of the National Defense Authorization Act, of FY 1994, that authorizes State and local governments to purchase law enforcement equipment suitable for counter-drug activities through Federal Government procurement channels, provided that the equipment is used in the performance of counter-drug activities. J The State and Local Law Enforcement Equipment Procurement Program affords State and local governments the opportunity to maximize their use of taxpayer dollars, by taking advantage of the purchasing power of the Federal Government to receive discounts commensurate with large volume purchases.

ACTION TARGETS PRESENTS:
AL-QAEDAS TARGETS WITHIN THE U.S.
This powerful two-hour class will provide the student with an overview of potential terrorist targets within the U.S. By studying previous attacks and understanding the ultimate goals of the terrorist, American law enforcement can gain an insight into identifying the potential terrorist targets within their jurisdictions. The attendee will not only be given an overview of previous relevant attack operations but future potential local targets and will also receive recommendations for training and equipment needed to counter future attacks.
Todd Rassa is an instructor with the Action Targets and Sig Sauer Academies. He has been published on numerous topics, including terrorism, and was a long-serving member of the Board of Directors for The Police Marksman Magazine. He has spoken nationally on this subject and others and currently teaches firearms and terrorism related courses throughout the country.
