Proactive Training for Patrol Officers:  A guide to efficient training for the individual officer.

International training consultant and instructor Rob Pincus will present ideas and options for individual officers, as well as small to mid-sized agencies with limited training budgets, for proactive and meaningful training which can be done quickly and without great expense. Pincus will give an overview of realistic training goals, appropriate training attitudes and reasonable expectations, all of which can be met by any officer motivated to become safer and more capable. Professional development is not always easy under the current law enforcement work load and with training budgets and resources becoming more constrained every year. Pincus will discuss online resources and creative options for conducting training in any environment. Having a proactive strategy for seeking out training and developing is vital to advancement, survival and professionalism.

“Damn that was Close”

This class is a review of problems confronted by firefighters and Officer at fires every day all across the country. They encountered problems that endangered them and their team. This class will review the common problems and how they affect safe and operations. We will learn how we can avoid them or lessen their impact. The student will walk away with a better understand of what they face and how to properly prepare for the challenge of today fires.

Michael M. Dugan is a 25-year veteran of the FDNY, serving as the Captain of Ladder Company 123, in Crown Heights Brooklyn. As a Lieutenant, Dugan served in Ladder Company 42 in the South Bronx. While assigned as a firefighter in Ladder Company 43, in Spanish Harlem, Firefighter Dugan received the James Gordon Bennett medal in 1992 and the Harry M. Archer Medal in 1993, the FDNY’s highest award for bravery. He is also a former volunteer firefighter, in the Halesite FD, in N.Y. He has been involved with the Fire Service for 36 years. He was an instructor at the inception of the FDNY’s Annual Education Day and has developed programs currently taught to all FDNY members during Annual Education Day. He is the lead instructor of the “Firehouse Expo” and “Firehouse World” Engine and Truck Company HOT program and a “HOT” instructor at the “FDIC.”  He is a contributing editor to “Firehouse” and “Fire Rescue” magazine.  Captain Dugan has been a featured lecturer around the country and at both the “Firehouse Expo” and the “FDIC” on topics dealing with Truck Company Operations, Building construction, size up and today’s fire service. The Human Weapon System ™:  Integrating Medical Knowledge into Combative Wisdom ™

This course introduces officers to a unique way of looking at the interface of Medicine and operating in hostile environments. Using lessons learned and demonstrations of fitness and strength Dr Smith shows how humans manage physical conflict and thus how to approach trauma and tactical medicine from the standpoint of prevention and if necessary assessment followed by self aid/buddy aid. At the end of this presentation attendees will realize practical strength enhancement, electrophysiology, (the natural flashbang we all possess everyday) and the ability to transport injured and still move and shoot with accuracy.  Using lecture and demonstrations Dr. Smith shows how humans have used tools to solve violent problems but remain behaviorally and physically vulnerable to the simplest of techniques. In short, this presentation intigrates medical knowledge into combative wisdom (TM).

A View From The Street - The First 20 Minutes

It’s the middle of the night. Your pager goes off reporting smoke from a dwelling in a remote area of town. What runs through your mind as you rush to get to the scene? What information have you gathered? If you arrive first, what actions will you take to establish safe and effective operational tactics? This scenario based program is designed to provide the students with the opportunity to direct fire ground operations based on information gathered from the transmission of the alarm. What could/should you rely on if you are unable to obtain the information you need to make safe/sound operational decisions? Join Chiefs Tom Richardson and Rich Blatus in an interactive discussion on the importance of the initial tactical decisions made within the first 20 minutes of an operation.

Richard J. Blatus is a 29 year veteran of the fire service currently assigned to Battalion 15 in the Bronx. A strong proponent of training, Chief Blatus has served as both a regional and national instructor/lecturer for many of the fire service trade publications and has participated in numerous conferences. He is also an adjunct instructor at the FDNY Bureau of Training for the Battalion Chiefs Command Course and the Captains Development Program. He is a DHS/FEMA Authorized WMD Standardized Awareness Trainer and is a member of International Counter Terrorism Officers Association (ICTOA), International Association of Counterterrorism and Security Professionals (IACSP), International Association of Law Enforcement Firearms Instructors (IALEFI), National Rifle Association (NRA) and is a charter member of the International Law Enforcement Educators & Trainers Association (ILEETA).
